Protection of water in non-international armed conflicts

This paper addresses the question of how non-State armed groups weaponise water in non-international armed conflicts, and the means through which they can ensure improved water protection and management, both during and in the aftermath of an armed conflict. The aim of this paper is to improve responses to the impact of water weaponisation on civilians by addressing the operational dimensions of water, including both legal and practical challenges, the intertwined roles and obligations of both political and military actors, and the roles of local communities.
