IHL Advisory service

The IHL Centre provides rapid, free and confidential legal and policy advice on international humanitarian law, also known as the laws of armed conflict,  to a wide range of actors working to protect people affected by armed conflict, such as humanitarian practitioners, diplomats,  journalists and others.  

Our team of around twenty legal experts, based across the globe, supports a wide range of stakeholders, including States, humanitarian organisations, UN mechanisms, independent investigative bodies, and local civil society organisations. 

We are able to provide advice in relation to many armed conflicts globally, and have particular contextual expertise in the regions where our geographical teams are based, including Israel-Palestine, Africa, and the Middle East. Our legal advisers combine technical expertise in international law with strong contextual knowledge of the regions in which they work. 

Our advice covers a wide range of thematic issues under IHL, from the classification of conflicts and the conduct of hostilities to humanitarian access, the protection of civilians and civilian objects, the protection of humanitarian and medical personnel, detention, displacement, accountability, and the inclusive interpretation and application of IHL. 

Our advice is tailored to the needs of each user and can take many forms, including: written legal analysis; oral advice or briefings; training and capacity development; expert reviews of draft reports, laws, policies or advocacy materials; and strategic and practical guidance on how to use IHL in humanitarian engagement, diplomacy and advocacy.

Nos conseils peuvent prendre la forme d'une note juridique écrite, de conseils verbaux, de formations et d'autres formes de renforcement des compétences, ainsi que d'une expertise pour l'examen de projets de rapports, de lois et de politiques.

De nombreux acteurs n'ont pas les ressources nécessaires pour s'engager dans ce domaine et sont parfois induits en erreur par des sources existantes. Le service de conseil juridique est un élément central du travail du Centre depuis 2017. Depuis le lancement du service de conseil juridique dans de multiples contextes, nous avons été en mesure de soutenir de nombreux acteurs sur une gamme diversifiée de questions. Celles-ci comprennent la classification des conflits, la protection des objets et des travailleurs humanitaires, l'inclusion des personnes handicapées dans l'application du DIH, l'identification et la poursuite des crimes de guerre, ainsi que la fourniture de conseils stratégiques et tactiques sur la manière d'utiliser le DIH dans les négociations de haut niveau. 

Nous comprenons parfaitement la nature sensible du travail humanitaire et sommes heureux de fournir des conseils sur une base entièrement confidentielle.
