Analysis of Syria's 2022 Torture Criminalization Law from a Victim's Rights Perspective
7 November 2023In January 2022, the Koblenz Higher Regional Court found Syria responsible for systematic torture and ill-treatment in detention centers. This paper examines the new anti-torture law's limitations in addressing this issue, including its failure to ensure the absolute prohibition of torture, explicitly criminalize ill-treatment, address enforced disappearance as a form of torture, and end impunity for state agents. Victims of torture and ill-treatment in Syria still face significant challenges in seeking justice and redress despite the new law.
