Finance and Administration Officer Cambodia

Placement: Diakonia Cambodia Country Office, Phnom Penh, Cambodia

Report to: Cambodia Country Director
The Asia Regional Office is located in Chiang Mai, Thailand.

Under the guidance and supervision of the Country Director for Cambodia, The Finance and Administration Officer works as a team member of the Cambodia country team. S/he will be accountable to finance and administration related to programmes, include coaching and training partners-based Mango Health Check Reports. S/he will provide support to the development, implementation, coordination of finance matters, and the monitoring and evaluation, and management of Cambodia country team.
Review partners annual budgets plan and provide feedback/comments to partners designated.
Monitor, track and analyze individual partner actual expenses against approved budget and communicate budget variance with partners and to partners designated Program Officer.
Ensure partners are well inform on Diakonia financial policies/procedures requirement and able to comply.
Quality assurance on BARs report from partner: and contact designated partners for all financial related issues.
Support the audit report– Assess audit report process.
Support prepares global financial report for submitting to back donors as part of the PMEL assess designated partners financial report and upload in the system.
Conduct financial monitoring to designated partners, both partners’ office and field.
Coaching partners on financial management and follow up financial action plan.
Conduct financial transaction check 100%.
Qualification and Experience
Bachelor’s degree in Finance and Accounting
Minimum 3-5 years, experience of Finance and Accounting.
Ability to perform work in an efficient and effective manner.
Good interpersonal skills.
Ability to work as part of a multi-cultural team and relate to staff in a proactive and contextual manner.
Good administrative ability and well-organized.
Competency in Finance; produce good financial report.
Good language skills in English.
Good computer skills (Word, Excel, Outlook, Accounting software, etc.).
Experience of working in partnership with NGOs.
Experience and knowledge about funding agencies and back donors.
Experience of working with fundraising.
Familiar with Diakonia and/or our partner organisations.
