In September 2005, the Palestinian people, through the Palestinian Authority, regained control over the settlement areas in the Gaza Strip after their evacuation during the implementation of the Disengagement Plan. However, Israel continues to exercise indirect control over Palestinian movement at the Rafah crossing by keeping the crossing closed for long periods on grounds of security reasons. Israel also directly controls the movement over the crossing of people who are not registred in the Palestinian population register.
