The Gaza disengagement

To the Israeli Ministry of Foreign Affairs and the Cabinet Resolution Regarding the Disengagement Plan

According to the Disengagement Plan, Israel retains control over the seashore and airspace of Gaza as well as over all of its borders, the connection with the West Bank and over principal government and administrative functions. Contrary to the written plan, Israel has withdrawn its military presence from the southern border in Rafah between Gaza and Egypt, referred to as the Philadelphi Route/Corridor.

Agreement on the Rafah Crossing

In November 2005 the government of Israel and the Palestinian Authority (PA) signed an agreement on the Rafah crossing (the only entry between Gaza and Egypt), which states that PA shall control the crosssing under supervision of a third party - the European Union. However, Israel continues to exercise indirect control over Palestinian movement at the Rafah crossing by keeping the crossing closed for long periods on grounds of security reasons. Israel also directly controls the movement over the crossing of people who are not registred in the Palestinian population register.
