Global IHL Advisor/Programme Manager

The Global IHL Advisor/Programme Manager is a new position responsible for setting up and coordinating Diakonia’s new programme with International Humanitarian Law (IHL) Resource Desks in a number of countries, starting with Syria/Lebanon and Mali.

Planned starting time: As soon as possible

The position offers a unique opportunity to combine legal capacity building and support, with varied management tasks in relation to projects/IHL Resource Desks in different conflict areas.  

The Global IHL Advisor/Programme Manager has the overall programme and grant management responsibility including programme and method development, as well as monitoring the programme with emphasis on results, lessons learnt and best practices. The tasks also include support to the recruitment process of staff in Mali and Lebanon.

The Global IHL Advisor/Progamme Manager will work with experts and relevant networks in close collaboration with the IHL Resource Desks and the IHL Resource Centre (in Jerusalem). Liaise with Head Office on policy, advocacy and communication and ensure financial sustainability and of the programme.

The Global IHL Advisor/Programme Manager will be situated within the International Department at Diakonia Head Office in Stockholm.

Description of tasks

Support development and give input to research plans, training methodologies, legal briefs, research reports, etc.

Responsible for the overall programme result , monitoring, evaluation and reporting

Draft and revise programme documents, planning, budget and other steering documents relevant for the programme

Grant management and oversight of programme budgeting and reporting in close collaboration with the IHLRDs

Identify and engage relevant experts, as needed

Lead and manage the Reference Group for the programme

Collect lessons learnt and best practice and facilitate cross learning and synergies between the IHLRDs and IHLRC

Coordinate advocacy and external communication in close collaboration with IHLRD, IHLRC and Diakonia HQ as well as with strategic actors in Europe

Build relationships with existing and potential donors and draft proposals/applications to sustain and expand the programme

Excellent spoken and written English.



Law degree, international law expertise and prior working experience, including IHL and advocacy

Five  years of combined management, legal, advocacy, diplomatic and media experience

Experience in programme management and organisational development

Experience from working with IHL with a gender perspective, or if not an explicit commitment to learn and implementing a gender perspective


Other merits

Experience working with civil society organization

Experience from working in Africa and the Middle East

Good Spoken and written Swedish

Knowledge of French and/or Arabic

Experience of human resource management
